#558 Help menu resets every time the program is closed

I have the SDL reference CHM added to the help menu in
Dev-C++, and have assigned the F1 shortcut to it.
Unfortunately, whenever I close the program and open it
again later, pressing F1 does not bring up the CHM and
the entry is missing from the menu. I have to go into
the 'Customize Help Menu' dialog, where the file is
still listed, and press 'Ok' before the CHM actually
shows up in the menu and responds to F1.
