#541 *** Flashing tooltips / hints***

If the "Show editor hints" option is enabled in "Tools >
Editor > General > Editor otptions", when you place the
mouse over a variable in the code editor a hint or tooltip
appears for about 3 seconds, then it dissappears for
about 1 to show up again for another 3 and the process
repeats.

For this to happen, you mustn't move the mouse once
you've placed it over the variable.

If you monitor the CPU usage, you will see what looks
like a sinewave.

As I see it, the behaivour of the editor hints should be as
follows:

[1] For the tooltip to appear, the mouse must remain
still for about 1 sec. over the variable.

[2] Once visible, the tooltip should remain so as long as
the mouse does not move.

[3] Alternatively, the "Esc" key may be hit to make the
tooltip dissappear before the mouse moves.
