#521 Tab behaves differently when code completion is disabled.

I enjoy the ability to select a block of text and
indent or outdent all of it with tab or shift-tab.

I don't, however, like code completion.

Somehow, disabling code completion also disables the
behavior of the tab key that I like.

I turned the delay way up, but I would still like to be
able to have one without the other.
