#481 a small problem when resizing toolbars

if you move the tollbars around, especially try to move
all toolbars on one line, some of the buttons will get cut
off. they simply dissappear, or only half of the button is
shown.

i am using ver 4.9.9.1.

this is probably something simple.

to try and reproduce the bug, try moving all tollbars on
one line (ALL of them, even the classes tlbr). it will
make the most right ones collapse. now take one of the
collapsed and move it around. only the handle remains
standing. buttons have dissappeard.

to get them back you need to close the program and
start it again.
