#406 code completion cache

In the Editor options when you uncheck 'Enable code-
completion' but leave 'Use code-completion cache'
checked, each time you start Devcpp it still takes time
to load the cache.

When you uncheck (check) 'Enable code-completion',
the box for 'Use code-completion cache' should
immediately be shaded (un-shaded).
