#393 function/method parameter tooltip crashes

The following error occures on my Windows NT machine
(SP6) in version since version 4.9.8.x and also in
4.9.9.0, if i set the cursor in the editor directly after a
leading "(" of a function/method implementation. On
Windows 2000 a VS style "tooltip" with the possible
parameters is shown. This error occurres only if CLASS
BROWSING is enabled:

A call to an OS function failed (at address 0x0040F116)
