Dev-Cpp ver 4.9.8.10
When checkbox 'Use fast but imperfect dependency
generation' in (Tools/Compiler Options) is unchecked,
the Makefile.win goes corrupted!

Can you reproduce the problem in Dev-C++ 4.9.9.0?
If you do, please post the corrupted makefile.
