#272 Update unable to use proxy

I am using version 4.9.8.7 both at home and at work. At
home where my connection is direct the update program
works no problems.

However at work where I must go through a proxy server
it doesn't connect. The old version of the software
updating system did work in this because I had the
option to configure the settings myself.

The "Tools->Configure Tools" option didn't work as I
expected, I think this can cause some confusion, it did
for me anyway.

I think Dev-C++ should take its settings from IE, or
failing that just put a configure options somewhere in
the menu.
