Of course, if you happen to have another computer in which to run desproxy-dns, just give it's IP. OR you can put down another IP for the 127.0.0.1 box (for example, the ethernet interface IP or your modem interface IP).
As if Windows 2000 doesn't really accept 127.0.0.1 as a DNS server, I don't know.
