#3 Build units

Units of type xy should be build up automatically - Units should be produced if enough ressources are there. Only a few units should be produced at once and we have to look if the building is upgrading at the moment. If so, the units can't be produced.

Baue Einheit XY (es sollten immer Einheiten gebaut werden - soviele wie der aktuelle Ausbauauftrag andauert und es sollten genug ressourcen für den nächsten Bauauftrag übrig bleiben - zu beachten ist auch dass keine Einheiten ausgebaut werden können, wenn das Gebäude ausgebaut wird)
