#2 Tools Manager

We need a Tools Manager. This is functionality is to provide the ability for the user to add menu items to the Tools menu. It will allow the user to create menu items that launch applications from DesArt. For example, a file manager app, or an app to download images, a web site URL, whatever the user wants. The Tools Manager should allow various parameters to be passed on the command line (such as path and filename of currently selected image, current directory path, etc)
