The scoreboard doesn't appear to allow the first jam of the second period to be numbered as jam 1. Even decreasing the jam numbers prior to the start of period two will only go down to 1, forcing the next jam (aka first jam of P2) to be number 2. The policies don't appear to effect this any.

If you set IntermissionStop policy param Jam Reset Number, it will reset the jam number to 1 when the intermission clock stops. You need to leave the Jam Reset Time param there enabled also, since there is a built-in policy to increment the jam number when you "Start Jam" if the jam time is not at its max time (2:00).
If you don't use the Intermission clock, or stop it early (which prevents the IntermissionStop policy from triggering), then you can just manually set the jam number to 1 and reset the jam time. Then when you start period 2 it won't increment the jam number.
If either of those options don't work, please open this bug back up.
Reopening. I'm fairly certain that this is related to Bug #63 as expressed in your comment.
I'm fairly certain that this was a bug fixed since -beta3, as your link to my comment indicates. Please try again with -beta4, and if you see this again, please reopen.
I'll check next week. Not going to mess with a new beta the day before our first home bout of the season.
