No there is no way to turn it off - I don't think you can it easily turn it off in latex either and the html output tries to be as close as possible to the latex output.

I was told by group members to make the headings plain because it was said the numbering without a separating dot between the number tag and the heading looked bad.
Now I have no numbering in the headlines but numbering in an image caption.
It is imho better not to mimick the limitations of LaTeX.

Do you use the current version from http://github.com/tomtom/deplate? If so, the numbers should be removed if headings=plain or if the #CAP command has a plain! argument.

I have just git-cloned http://github.com/tomtom/deplate.git, but I can neither follow the source-install instruction from README.txt nor gem-build the deplate.gemspec. In the former case setup.rb is missing, in the latter more is reported to be missing, starting from NEWS.txt. Is the git instance incomplete?
