Copy the attached file to the following directory (D2006, for D2005 it's BDS\3.0):

C:\Dokumente und Einstellungen\<useraccountname>\Lokale Einstellungen\Anwendungsdaten\Borland\BDS\4.0\code_templates</useraccountname>

Afterwards you should be able to press CTRL-J in the IDE and insert a nice template for a code to doc method comment
