#2 Infinite Loop

I was running an emerge -f for a apache-1.33 today.
deltup attempted to create the new file from
apache-1.32. The MD5 hash failed. The dtu file was
then fetched again and the file was created again.
This repeated until I killed the emerge. Is this by
design or a bug?
