[DelphiAsioVst-SynthEdit] Exciter module added

Hi,

yesterday I needed a very specific type of exciter for one of my (yet 
unreleased) plugins, so I wrote an exciter class. However, it's neither 
sophisticated nor tested very much, but since it didn't cost me much, I 
wrapped an SE module around it.
