Currently when a page is semi-public and the user does not have contributor access, links to file upload are disabled. It would be helpful if the user was given a permission denied message instead of a dead link.

If the end-user complains "I can't upload files" there is not enough diagnostic information to figure out why. This was difficult to track down and it might help save others time if a simple message was displayed.
