#66 can't install Decal

Whenever I try to install Decal a Notepad text file opens
named Install.vbs, Decal Installer Library. I have the
Windows Installer on my computer (when I dl'd the
installer I got a message that the device already exists).
But I can't get Decal or the Decal Support files to find
the installer. I've been messing with this for weeks now
and it's driving me nuts. Any help would be appreciated.
