#64 Decal intallation can not locate program.exe

I have downloaded the lastest version of decal v 2.5.0.1
final version. When I try to install it I get a message
window stating the following:

windows cannot find program.exe

this program is needed for opening of type VBS file'

location of file program.exe

c:\

I have scanned my whole hard drive 10 times and still
can not find this file anywhere on my hard drive. I am
running win 98 second edition 4.10.2222.A
