#14 Out of game dev mode

I have done some small plugin writing, and have seen
that decal is a very useful and powerful program,
however, it is very annoying to have to log into AC to
test my plugins, which often have a lot of minor bugs
that I must fix before thay will run.

what I was thinking was a window that is out of game
that shows the decal bar and allows you to take a look
at the plugin and make sure the code will work. some
basic things that could be done in the bar is trigger
game events and such.

good program, keep up the awesome work.
