#99 Decal 2.6.0.2 bugs

With the new version of Decal, I've noticed that you
have to click the arrow buttons multiple times rather
than press and hold them down to scroll through the list
of plugins. I'm pretty sure the previous version allowed
you to hold down the arrow button and have it auto-
scroll.

Also, using the new re-position Decal-bar button causes
it to either get stuck in the middle of the screen or all
the way over the right-hand side and hidden by the
control panels for AC. It would also be nice to have an
option to disable the re-positioning control for those
who do not need it there. It really messed up the way I
was using the Decal-bar before.
