#92 wont install

when i click the install file for decal it says 'Internal
error creating windows scripting host object
(WshShell). Please make sure you have IE6+
installed' i have ie6+ installed, ive tried everything
to get it to work, i uninstalled ie and then reinstalled it
and it still didn't work. im running windows 98, and
yes i updated windows installer and have every
windows update. does anyone know how i can get
decal to work?
