#4 DirectDraw fatal error

I've attempted to install Decal numerous times in
numerous environs and each time I hit 'play' I receive
the same 2 errors:

Could not create enumerate DirectDraw main object!

A fatal error occured trying to create the DirectDraw
object!

I have IE 6 and directx 9, I have all updates for drivers
etc.

I used Decal for almost 3 years on my old pc but for
some reason can't get it to work on my new one. Any
suggestions please?
