#1 Move system independent stuff out to common file

At present the file stdscripts/common.tcl has some code that is system independent (e.g. what constitutes a suit with two top honors). Code such as this should be moved to a common file that can be used by (say) scripts in camelscripts as well. The different Makefiles too need to be suitably modified to include this file
