#2 Arrival timestamp is not in C++ and Java and is proprietary

The use of the arrival times tamp is to be discussed. This attribute is not in the DDS specification and is currently only available for C with OpenSplice. We either have to discard this time stamp as a whole from touchstone or make it optional at compile time. In the latter case, the arrival time stamp has to be added to C++ and Java as well for consistency.
