#59 Nil exception in "Check EPANET model"

Bug report from Martin.

With the new Version 2.12.4 of the DC Water Design Extension I get the alert "A Nil Obejct does not recognice..." while running
the "Check Epanet Model " function.
Did anyone face the same problem?
Any ideas?

This problem is related to missing valve layer.
Adding this layer should solve the problem.
Please test this solution, if it works for you additional validation for layers should be added to the function.
