The quite popular eFilm software suite uses a file
format with mixed implicit and explicit value
representation (the meta information group 2 is stored
in explicit VR, while the rest of the file uses
implicit VR, as indicated in the corresponding meta
information).
A fix for this problem would be to read group 2 first
and then read the remainder of the file with the VR
type specified in this group instead of the VR type
determined from the beginning of the file.
