#7 Installer Should Refer to Administration Guide

The DCCSS 0.0.5 Installer simply stops if PostgreSQL 8.0.0
is not installed. Instead it should refer to the
administration guide
on the website including URL. (The administration guide
first has to be added to the website). Please fix this also
for DCMMS and close the respective RFE.
