On my Dell Precision M4800 laptop, the machine would just reboot endlessly after starting the encryption test until I booted off an Ubuntu boot disk and removed the DcsInfo file from the EFI partition.
Let me know if you need anything more specific and I'll post it.
This is a reinstall, I've been very happy with VeraCrypt so far. I very much look forward to 1.23, as I see "Windows 10 update" related fixes... this whole issue is due to me needing to decrypt my system drive to install a Windows 10 update (actually I let myself get two major updates behind). It's re-encrypting now. I guess it's much less painful than I thought, I really should have done this earlier. Full support for updates will be awesome!
I seem to be dealing with this same issue on a Dell Inspiron 5570-5521slv with Windows 10 Build 1803 installed on an SSD drive with secure boot disabled.

After removing the DcsInfo file from the VeraCrypt 1.21 install the system stopped rebooting endlessly and presented the expected password prompt.
