#380 Fix to issue #304 breaks non-local timezones

My unit tests for non-local timezones are breaking when I upgrade from 2.4.8 to 2.5.1.

There is a comment (posted 2013-01-27 by fs5) on issue 304 that has a fix to TimestampDataType for this.

I overrode TimestampDataType with the fix from that comment and it worked.
