#13 Report : entity in filename are not escaped

First, many thanks for your great work.

I use dbsanity in french langage with entity like é,è, etc. The options are : dbsanity --verbose -c -C -l fr
I have a test with the name ; 'Qualite : Liste des projets qui ne possèdent aucun applicatif.' In case of defects, dbsanity generate a file 'Qualite__Liste_des_projets_qui_ne_possèdent_.defects.html'.

When i browse locally the report, i can follow the link to the file. If I copy the report on a UTF-8 Apache Web Server and browse the report from navigator the link is broken.

Windows XP, dbsanity 0.9.5
Linux, Apache (UTF8)
