move class-related preferences from phpini to classConfig

* default_read_access, default_write_access (these should also stay as an ini setting)

* case_sensitive (maybe a global case_sensitive ini setting is still desirable?)

* connStr (for the future plan having dbobj objects from mutliple databases)
