We will be deploying ArcSDE 9.1 this fall /winter- since it is almost a year since your posting - have you had any progress using dbms2sde83 with SDE9?
Have you had to change/optimize the code?

Nope. We do have a work around that is a major hack. On our development Sun box, right before executing the dbms2sde command, I redirect the ArcSDE libraries to 8.3 (install still there), run the command, and then reset the libraries to 9.0. I then push the ArcSDE layers to our 2 production Linux servers.
We are just now implementing Oracle Spatial on our database servers and will be doing away with dbms2sde.

We are currently successfully using dbms2sde83 to spatially enable tables in the following environment:
Oracle 8.1.7.4
ArcSDE 8.3
Linus Red Hat
We are now adding a new database:
Oracle 9.2.0.4.0
ArcSDE 9.0
Linus Red Hat
Although I will be testing this, I just wanted to know if anyone else has had success on ArcSDE 9.0?
