#4 support special characters
Currently dbdeploy.net cannot handle special character properly. Special characters, such as "δõ", are changed into "??" in the output script. The patch applied here is just using Encodeing.Default for the output stream, which is Console.Out, and for the input file stream. Then the issue is sovled.
diff for commandline.cs
updated the right patch file now. The previous one had some wrong code.
