Creating a bootable ISO with custom options

I want to create a bootable ISO for use in company I work. I extracted the files from the iso and created a new label with the options we need in isolinux.cfg

Now, I am trying to make a bootable disk out of it. My operating system is Windows 8 and I have Roxio Creator v10. When I make a data disk, I select the option to make it bootable. Roxio then asks me for a bootable floppy or .img file. I found one for Windows 98 and trying using that, but it just boots into a generic Windows 98 boot disk.

Anybody know how to remaster the disk to make it bootable?
