#44 Report section enhancements
Some miscellaneous enhancements for sections:
* Add new page after option
* Explicit options for suppress and suppress if blank... you can do this now with formulas easy enough, but these two I think are so common they should just be handled by a simple checkbox (as they are in Crystal)
* The ability to have a background color for a section
* A section move tool... this would just be a list of sections with the typical up/down arrows to shift them around... some moves may not be legal though, so it would have to disallow any illegal moves somehow (need to think this through a bit more frankly)
* It seems like the Insert Section and Delete Section context menu options are always grayed out for me... are they actually implemented, not working, maybe just not working as I expect? If the answer is anything other than "your an idiot Frank!", then they should be made to work properly :)
