Some investigation reveals that you need to send 5 probes at
once. However, it is not clear when orders are illegal,
    because no warning is given.

I thought doing nothing when the user did something illegal
was OK. Do you think this confuses the user and that an
    error needs to be displayed?

I do not understand your second comment, when do you need to
    send 5 probes?

Sorry, further investigation reveals this to be a
requirement of 2 probes as once.

As for the feedback, yes, a program needs to give feedback
if an order is illegal. One way to do this might be a status
message. Popups are bad because they focus focus changes on
    the user.

I was thinking about this. Popups are bad like you said, I definetly do not want to add more clicking to the
game. A nice red error message displaying on the screen and eventually fading away might do the trick.

I am going to change this to a feature request.
