#11 Add Teraforming Ship

In conjunction with the idea of planets having a
current and max inhab index, add teraforming ships to
allow a player to increase the current inhab index to
the max value.

The default cost of teraforming ships should be very
expensive. Also, teraforming a planet should require
lots of fuel.
