Yes, they should be. The memoir class comes packaged with Tex Live and
MiKTeX[1]. MiKTeX is available for Windows and TeX Live is available for
all Unixen, Mac OSX and also Windows[2].

The changes make many things easier and more robust. Expect a commit
soon.
