#38 se_tpb_dtbookFix: repair-pagenum-type not always executed

When running a dtbook document through the transformer, if the only problem is an incorrectly typed pagenum, itis not considered an invalid document by dtbookFix. Therefore, it skips the repair step altogether. This means that the repair-pagenum-type XSLT is only run if there is some other invalidity in the document.
