#2737 1.17.28 fails to load

I have just downloaded .28 Both the std version and the x64 version do not load. They both show as a process under task manager for about 3 seconds before disappearing. Nothing shows on the screen, it doesn't even blink. Unpacked a second time, no change. Re-downloaded just in case, same thing.
