CZT can be downloaded from
http://sourceforge.net/projects/czt/files/czt/
Version 1.5.0 does not seem to have binaries for the plugins, but
version 1.0 does.  Download either czt-1.0-bin.tar.bz2 or
czt-1.0-bin.tar.gz or czt-1.0-bin.zip, unzip and have a look in
directory lib (or bin).
