#9 startgnome.bat exec permission

Many times I cannot launch the startgnome.bat *icon*.
However, I can run startgnome.bat from the command line.

This is because the *Everyone* group does not have
execute permission. Once I figure this out, it is
little trouble on w2k boxes to fix this.
However, I get the same problem on XP Home, and there
seems to be no way to set the permissions on the icon
shortcut properly.
