- fix problem which can occasionally appear in admin.dbutil.php
- admin.main.php should be fixed when btiteam.org is unreachable
- added limitation on shoutbox view (user must be authorized to view users)

- removed test (hacks/TestHack)
- modified getscrape.php for protocol compliance
- fixed typo in upload.php
- added missed "torrents per page" setting for current user in usercp.main.php
