feature request: ability to set proxy bypass rules (file:///, localhost, 192.168.*, etc)

Right now, CD doesn't even present a tickbox that we can untick to globally/temporarily bypass proxy.
Ideally, we would be able to add custom exception patterns (rules governing when to bypass)

Yea, there is an mention of that feature in my TODO list but haven't had time to do it.

However, that tick to quickly switch off proxy using is simpler to do than list of custom pattern matching rules so I will do that first.
