#1 Cost can be rest by adjusting system time

I used Cybera on a small network this weekend,
and we found that if the clocks are not
synchronised between the clients and the
server, then the costs do not come out correct.

Furthermore, when we tried changing the
system times, the costs changed to match, so
users could turn back the clock and pay zero, or
even minus amounts!

Other than this one failing, the software is
brilliant!

    Have fixed things in rel 1.9.b2
    Normally the user should not have admin rights on the
    workstations and therefore not be able to change the time...
    But if this right is granted to customers for some reason,
    Cybera should not react correctly. Pleas test with rel
    1.9.b2 when it is available and report back.
