That seems to a a genuine bug - or rather, a "feature"; I think the idea is that CXTerm doesn't want daugter applications to know about the extra input area at the bottom, so it does some screwy thing with the columns, rows and doesn't quite pass along how big the screen is. Lynx has this problem, but vi does see the resize on my system (slackware 8.1). Hmm, I don't use CXterm under Cygwin anymore, but I don't think it had problem resizing even then.
