Recently, I had the same problem. In my case was with the Apache server.

My solution was to insert inside / etc/apache2/envvars load environment
variables:

ORACLE_HOME and LD_LIBRARY_PATH

In IIS, should have some startup file idem "envvars" of Apache Server.
