Sure. You installed a 64-bit client and you are using that. You could build from source using that as well. Just make sure you also have the instant client development package installed as well. The main point is that you must use a 32-bit Python, 32-bit Oracle client and 32-bit cx_Oracle or a 64-bit Python, 64-bit Oracle client and 64-bit cx_Oracle. You can't mix and match.
