#6 charset as variable in language files.

hi.
i just modified sources to support different charset
encodings depending on the language set.
now:
new variable with string "iso-8859-x" in each of the
language (to fix in files other than polish and english).
changed every html file to use the variable and place
proper charset in html headers.
